Quality plan 2023-2024

The decision has been made to continue the previous quality plan for another 12 months. This is to acknowledge the work that practices are doing to catch up with screening programmes after the shift to more virtual services during the pandemic.

Again, there is an overall focus on equity through the plan for general practice. You will see the same amount of money is available and the majority of indicators are your ‘old favourites’ but points are weighted heavily towards the amount of work that you can do to support Māori, Pasifika and people living in high deprivation.

What is behind the design of the plan?

Please note, the 2023-2024 plan is a 'roll' of the 2022-2023 plan, based on feedback from practices indicating stability rather than change was preferred in the current working environment.

Over the years you have asked for a number of things in the quality plan.

  • Less bureaucracy - this plan removes all reporting for your practice. We will simply check in with you throughout the year to understand what you are doing and what support from us you may need. 
  • The ability to personalise the plan for your practice and population. The plan contains a mixture of target based goals alongside an equity goal you can tailor.

Why equity?

Why not equity is a better question – health equity matters for everyone. 

The Pae Ora legislation and Te Pae Tata both emphasise the importance of placing whānau at the heart of the system to improve equity and outcomes. Equity recognises different people with different levels of advantage require different approaches and resources to get equitable health outcomes. 

You will notice the quality plan points again are weighted heavily to your high needs population. This acknowledges the amount of work required, but also the current inequity in health outcomes within the Aotearoa New Zealand population.

There is the continuation of the equity project that can be individualised to your practice. We have given you some guidelines, but it is up to you as to what you do. This shouldn’t be a stand alone project, but something you are doing as part of programmes such as Cornerstone. It should be part of your Māori Health plan and monitored via practices’ Clinical Governance meetings.  Over the year we will share some examples of what other practices are doing in this space.

What is the funding?

There is the same amount of funding through the plan as previous years. This includes a proportion of funding provided to practices upfront to acknowledge the work needed to achieve the goals. This is provided quarterly to you via the quality plan payments.

The same way of calculating the points with stepped payments is used, with partial payments if you don’t quite meet the goal.

You can download a 'goals at a glance' sheet below - please note the file path will be labelled 2021-2022 but as there are no changes in the 2023-2024 year it is still the one to use. You can also access other goal-specific resources below.

From 1 July 2024, Pinnacle is changing the focus of the quality plan to support capacity and capability building in general practice. There will also be a change to how quality plan funds are allocated. This funding is not attached to targets, and will enable you to build capacity.
